FUNCTION fGetUrlFitsCFrame

Get the URL to the FITS file of a corrected frame given the fieldID and band

Combines the value of the DataServer URL from the SiteConstants table and builds up the whole URL from the fieldId (and a u, g, r, i or z filter)
